Council Majorities
With all councils having an odd-numbered membership, the attainment of a majority for one or
of another competing group is facilitated. Consequently, most councils have had clear-cut
majorities for either the PN, the MLP (or Independents) or a local group. Nevertheless, there have
some eighteen instances of three-sided contests where none of these competing slates managed
to gain a majority of the seats.
The Tables  shows the frequencies of the various majority possibilities. (It be should be noted that
no party majority is listed for localities that did not have competitive elections.) In rounds 1 to 4
the PN attained a council majority more often than any of the other competitors, but that pattern
changed substantially in the most recent round, with the MLP acquiring a majority in 38 councils
(not counting Marsa and Zejtun which are excluded from the MLP column because there were
no competitive elections in those localities in 2005).
  Notes on the Tables below:            
  * The entries labeled "MLP" refer to Indendents in Rounds 1 and 2 and the MLP in susequent Rounds
   
  * "No Maj." means no party or group obtained a majority of the seats.  
   
  * A blank space indicates that -- in the absence of  a competitive election -- no offifical data on the
  party affiliations are officially published and the Tables do not take into account unofficial information
  about the party status of candidates that might be obtained by inference or from unofficial sources.
   
  * "Group" refers to one of the ad hoc local groups listed at the bottom of Table 2.
